What should count as a conversion for your business?
Count actions that a salesperson would recognise as a real lead or a real sale. For a service business that means submitted forms, phone calls that pass a minimum duration, and WhatsApp conversations that actually start. For an ecommerce store it means purchases with a value and a transaction ID. Nothing else is primary.
The test is simple. Would someone on your team pick up the phone for it? A quote request from a Makarpura buyer qualifies. A brochure download does not.

Primary or secondary: which actions should drive bidding?
Primary conversion actions feed Smart Bidding. Secondary ones are recorded for observation only. Put money-adjacent actions in primary and everything softer in secondary. When almost everything is marked primary, the algorithm optimises toward an average of unrelated behaviours instead of the one outcome that pays your salaries.
These rules keep the list stable through staff changes.
- One primary action per real outcome. A form and a call can both be primary. A PDF download cannot.
- Set counting to "one" for leads and "every" for ecommerce purchases.
- Give different lead types different values so bidding can prefer the better ones.
- Match the conversion window to your actual sales cycle, not to the default.
- Do not promote a micro-action to primary just because the volume looks healthy.
- Revisit the primary list whenever the offer or the landing page changes.

A Google Ads conversion tracking setup that holds up
Build it in this order. Each step depends on the one before it, and skipping the last step is why accounts drift back into a mess within a year.
- Install the Google tag once, through a single GTM container, on every page. Confirm one instance, not three.
- Create conversion actions in Google Ads only for outcomes that matter. Name them by outcome and source, such as Lead Form Website or Call From Ads.
- Fire each one on a real success event: the form success callback, a thank-you view with a unique flag, a call that passes your duration threshold.
- Send an identifier with every conversion. Use transaction_id for orders and a lead id for forms.
- Turn on enhanced conversions, accept the customer data terms, and pass the hashed email or phone captured at submit.
- Decide per action whether it comes from the Google Ads tag or from a GA4 key event import. Never both as primary.
- Write it down in one sheet: action name, source, trigger, primary or secondary, counting setting.
One detail causes most of the pain. Fire on a real success event rather than on any visit to a thank-you URL, because those URLs get bookmarked, shared and reloaded.
What is the duplicate counting trap?
It happens when the same action reaches Google Ads twice: once from the Google Ads conversion tag on your site, and once imported from GA4 as a key event. Both are marked primary. Every lead then counts as two, reported cost per acquisition looks like half of reality, and bidding overpays with total confidence.
The damage is not the vanity number. Target CPA sees a cost per conversion that is roughly half the real one, decides the campaign has room, and bids up. You spend more per genuine lead while the dashboard says you are winning. This survives for months because reported CPA is one of the few numbers owners actually check.

Duplication comes from a small number of predictable places.
- The Google Ads tag on the thank-you page plus the same action imported from GA4 as a key event.
- A thank-you page that visitors bookmark, refresh or reach twice in a session.
- Counting set to "every" on a lead form instead of "one".
- The conversion tag placed on all pages rather than on the success trigger.
- Calls counted from both the ad call asset and the website forwarding number.
- An old hardcoded gtag left on the site alongside a newer GTM container.
The fix is a decision, not a setting. Pick one source per action. We usually keep the Google Ads tag primary for on-site actions and import the GA4 key event as secondary, so it stays visible for reporting without touching bids. Whatever you choose, document it, because the next person who touches the account will otherwise add the missing one back.
Be careful about what you import from GA4 at all. Industry reporting in 2026 puts the share of GA4 setups with at least one incorrectly configured event at around 40 percent, and bots and referral spam at roughly 10 to 30 percent of GA4 traffic on small sites. Enhanced conversions and consent mode, in plain terms
Conversions get lost between the click and the sale. Browsers restrict cookies, people switch from a phone in Hinjewadi to a laptop at home, and blockers strip tags. The conversion still happened. Google Ads simply cannot connect it back to the click that paid for it.
Enhanced conversions close part of that gap. Your site takes the email or phone the customer already typed, hashes it in the browser, and sends the hash along with the conversion. Google matches it to signed-in accounts and credits the click. Nothing readable leaves the page, but you must accept the customer data terms and describe what you collect in your privacy policy.
Indian lead forms often collect only a phone number, and that is enough, provided the number is stored in international format with the country code. With enhanced conversions for leads, the same hashed identifier lets you upload the qualified lead later, so bidding learns from real pipeline rather than raw form fills. Pushing that from a CRM back into Ads on a schedule is ordinary workflow automation work.
Consent mode is the other half. When a visitor declines tracking, it stops the tag writing cookies while still sending a basic signal, so Google can model what it cannot observe. Without it, a declined banner means silence and undercounting. How do you verify tracking before you spend?
Test it as a user, not as an admin. Open GTM preview, complete the form yourself, and watch which tags fire and how many times. Then open GA4 DebugView and confirm the event name, the parameters, and the absence of a twin firing two seconds later. Finally reconcile against your CRM.
- Start GTM preview and load the site. Submit a genuine test lead using a phone number you control.
- In Tag Assistant, confirm the conversion tag fired once, on the submit event, and not on page load.
- Check that the Google tag and the linker are present on the page before the conversion fires.
- In GA4 DebugView, confirm the event appears once with the right parameters and no near-identical repeat.
- In Google Ads, open the conversion action and watch the status move to recording conversions.
- After a week, compare primary conversions against leads that actually reached your CRM or WhatsApp inbox.
- Repeat after every theme update, plugin change or new landing page.
Read the gap honestly. Roughly double the real leads means duplication. A large shortfall usually means consent loss, a blocked tag or a form that fails silently on mobile. Delete your test conversions afterwards and exclude internal traffic in GA4, or you will spend a month debugging your own visits.
